It's not the function of the channel but the function of the packager. You define field packagers to use ebcdic packagers.
Packagers that take the form  IFE_ are ebcdic.

The link you sent brings back some memories…

I remember back in my Circuit City days when CAPN came around.  I was told by the person who coordinated our testing that we were the first to pass certification testing on the “new” CAPN system.

Not sure how true that was, but I remember it being a very odd that I argued “failures” in testing, and he would come back the next day and tell me I was correct and that they had incorrect data in their system.  (Kind of like I was helping them test too.)
